Why do I need a Foundation Certificate?
Lenders want to know if the manufactured home was properly installed and the foundations, piers and anchorage systems do not compromise the structural integrity of the house.
Poor installation practices may lead to multiple structural failures over the years and consequently a significant loss in value.
What is the definition of Permanent Foundation ?
Permanent foundations must be constructed of durable materials; i.e. concrete, mortared masonry, or treated wood - and be site-built. It shall have attachment points to anchor and stabilize the manufactured home to transfer all loads to the underlying soil or rock. The permanent foundation must be structurally certified by a a licensed engineer for the following:

Certs For FHA Loans
Mortgages are available for the purchase of new or existing manufactured homes, but they often require a foundation certification or design.
The reason behind this is that most mortgages written by a lender are almost certain to be insured by the Federal Housing Administration (FHA), a division of the U.S. Department of Housing and Urban Development (HUD).
As a condition of providing insurance, the FHA requires that the foundation for new homes be designed by, and the design sealed by a licensed Professional Engineer.
The design must comply with FHA guidelines. For existing homes, a Professional Engineer is required to certify that the foundation meets the FHA requirements.
The HUD Permanent Foundations Guide for Manufactured Housing, publication number HUD-007487 is the basis for the FHA requirements.
Certs For VA Loans
Members of VA can apply for 100% mortgage funds. While funds are provided by private lenders, the mortgage is guaranteed by the VA which makes it very attractive to some lenders.
Private Lenders are required by the VA to provide an engineering report that states that the foundations are not compromising the structural integrity of the building. The engineering foundation certification report should demonstrate that the property was built or upgraded to meet the minimum Standards as outlined by HUD or as stated by the State of Florida regulations. Such Foundation certificate should be sealed by a licensed Professional Engineer.

Tie-Down Certificates

Insurance companies and some lenders from States that are affected by Hurricanes can require from their clients a Tie-Down Certificate to verify that the manufactured house can resist longitudinal and lateral loads imposed by windstorms.
These States have adopted standards, guides and regulations that establishes the minimum anchorage and tie-down requirements for new and used mobile/manufactured homes.
The most stringent State is Florida which its specifications that are required by the insurance companies are outlined in The Installation Standards for Anchors and Tie-downs (Section 15C-1.0104). These specifications are the minimum requirements that must be met in order to obtain a Tie-Down Certificate in Florida. These specifications include:

Our staff of Engineers and Inspectors as well as our sub-contractors have successfully completed the mandatory courses and passed the rigorous exams required by The State of Florida. These rigorous exams suffice requirements of insurance companies in most other States.
Tie-Down Certificates can be issued by a certified licensed professional, who can evaluate if these minimum requirements are currently met.
